Austria says UK push to arm Syrian rebels would violate international law & Putin warns against actions fueling crisis in Syria

Forceful Austrian position signals deep EU divisions on Syria ahead of this month’s embargo decision

“Die Briten sind not amused,” is how Die Presse reported it today. “The Brits are not amused.” The Austrian foreign ministry circulated a discussion paper (known in Brussels jargon as a non-paper) among the EU member states yesterday forcefully rebutting British and French arguments for amending the European embargo on Syria to allow weapons shipments to the rebels.

The Austrian paper argues that lifting the embargo would “constitute a breach of international and EU law” and be contrary to the “principle of non-intervention and non-use of force” laid down in the UN Charter. If the weapons ended up in the hands of the al-Nusra Front, it would also violate UN Security Council resolutions on al-Qaida, given al-Nusra’s stated affiliation.

According to the Austrian press reports the UK asked the Austrians not to circulate the paper, but Vienna did it anyway – a sign of the declining clout of the UK in Brussels as the country sinks into an internecine quagmire on EU membership.

Austria has a particular reason for opposing the lifting of the arms embargo, as it has UN peacekeeping troops deployed in the line of fire on the Golan Heights, but sources in Brussels suggest the Austrians may also be expressing the views of a EU majority that has deep reservations over lifting the embargo, particularly at a time when there is at least the glimmer of diplomatic hope in the wake of the Kerry-Lavrov agreement to hold a new international conference on Syria.

US sinking down into Syria quicksand

America sank down another foot this week into the Syrian quicksand. Israel is putting the next stage of the conflict’s tactics on display, not only to the world but to the Syrian military with its last two strikes.

As the rebel assault has ground to a halt, and the superior manpower of the Syrian army having shown it can conduct search and clear operations, the Free Syrian army is in a war of attrition it cannot win. It is much easier to recruit when you are winning and casualties not too bad than when the tide turns to stalemate and losing ground.

The al-Nusra Front has been bleeding fighters away from the FSA. They are paying better and the AN brigades now have access to weapons the FSA does not. The al-Nusras had strategically focused on key infrastructure acquisition including some of the oil revenue prizes. Win or lose, Assad or no Assad, or even with a negotiated settlement, they aren’t leaving.

The West has been birthing another training ground in Syria for seasoned extremist Jihadis who will soon be looking for the next fight when Syria calms down. And it is just a matter of time before someone begins slipping them more powerful weaponry. But who will they using it on, next month, a year, or two years from now?

I fear that the West may now feel that the FSA could collapse if a stalemate continues and leave the al-Nusras the primary opposition force controlled by whom? Sure, the Saudis and Qatar warlords are supplying the payrolls and the weapons now, but new suppliers could always emerge, like Assad’s stockpiles if there were a collapse.

Libyan weapons and fighters are already in Syria with more said to be on the way. Is the CIA helping them hoping to kill two birds with one stone with two groups they want to get rid of fighting each other? And if Assad did fall and the FSA and al-Nusras began a civil war right away with the horrible civilian casualties that would be expected, who would carry that historical blood on their hands?

Russia Not to Tolerate Further Israeli Attacks on Damascus

TEHRAN (FNA)- Israeli Prime Minister Binyamin Netanyahu, while in Shanghai, was given a sharp dressing-down by Russian President Vladimir Putin, a warning that Russia would not tolerate further Israeli attacks on Damascus and would respond.

Putin did not say how, but he did announce he had ordered the acceleration of highly advanced Russian weapons supplies to Syria.

Israeli Debkafile’s military sources disclosed that the Russian leader was referring to S-300 anti-air systems and the nuclear-capable 9K720 Iskander (NATO named SS-26 Stone) surface missiles, which are precise enough to hit a target within a 5-7 meter radius at a distance of 280 kilometers.

In his phone call to Netanyahu, the Russian leader advised the prime minister to make sure to keep this in mind.

Since Syrian air defense teams have already trained in Russia on the handling of the S-300 interceptor batteries, they can go into service as soon as they are landed by one of Russia’s daily airlifts to Syria. Russian air defense officials will supervise their deployment and prepare them for operation.

Moscow is retaliating not just for Israel’s air operations against Syria but in anticipation of the Obama administration’s impending decision to send the first US arms shipments to the Syrian rebels.

Intelligence agencies in Moscow and the Middle-East take it for granted that by the time Washington goes public on this decision, some of the Syrian rebel factions will already be armed with American weapons.

That the measure was in the works was signified by the introduction Monday by chairman of the US Senate Foreign Relations Committee Bob Menendez of legislation allowing the US to provide arms and military training to the Syrian rebels.

US military instructors have been working with Syrian rebels at training camps in Jordan and Turkey for some months. So putting the arms in their hands only awaited a decision in Washington, the Israeli website alleged.

Putin’s message to Netanyahu was intended to reach a wider audience than Jerusalem, such as Barack Obama in Washington and President Xi Jinping in Beijing ahead of Netanyahu’s talks there Tuesday.

“nous sommes entrés dans une guerre totale contre le régime sioniste. tous nos aéroports , nos bases de missiles ont été visés ..ces attaques ont lieu alors que l’armée syrienne reprend les uns après les autres les enclaves contrôlés par les terroristes”.

….ces évolutions interviennent sur fond d’une visite imminente de Kerry à Moscou….le centre de commandement des opérations Us est en Jordanie et le raid sioniste n’a en réalité aucun lien avec les substances chimiques. le raid du dimanche matin est un teste pour étendre les attaques à l’ensemble du territoire syrien. les F18 ont été employés pour mener ces raids , avions capables  de tirer des missiles à 60 miles . le raid voulait aussi aplanir le terrain à l’avancée des qaidistes et d’Al Nosra entrainés en Jordanie. …Poutine a demandé à Assad de faire preuve de retenue..et Assad attend voir le résultat de six contacts téléphonique entre Poutine et Obama. on ne sait pas si Israel finira par se retirer de la guerre ou pas. … il y a aussi des chances pour que les prédictions du secrétaire général du Hezbollah se réalisent et qu’une guerre globable se déclenche dans toute la région.

‘Missiles fired at’ Russian plane with 159 passengers onboard flying over Syria

 

Two missiles were reportedly fired at a Russian plane with at least 159 passengers on board that was flying over Syrian territory. Russian officials admit the jet faced danger, but are not talking of a targeted attack.

The news broke in on Monday as Interfax, citing “an informed source in Moscow,” reported that a Russian passenger plane was attacked.

“Syrian [officials] informed us that on Monday morning, unidentified forces launched two ground-to-air missiles which exploded in the air very close to a civilian aircraft belonging to a Russian airline,” the source told the Russian agency.

The pilots reportedly managed to maneuver the plane in time however, “saving the lives of passengers.”

It is believed the aircraft was intentionally targeted, “but it remains unclear whether the attackers knew it was Russian or not,” the source added.

However, Russian officials, though admitting the plane might have been endangered, are not yet talking of a targeted attack.

The Russian Foreign Ministry’s said on its website the plane’s crew at 4.55 PM Moscow time (12.55 GMT) “detected battle action on the ground that, according to the crew, could constitute a threat to the 159 passengers on board the plane.”

The Russian Foreign Ministry is now “taking emergency measures to clarify all the circumstances of this situation, including making contact with the Syrian authorities,” the ministry’s spokesperson Aleksandr Lukashevich said.

The plane that was allegedly targeted belonged to Nordwind Airlines – a Russian charter air carrier – and was identified as an Airbus A320. On April 29 it was en route to the city of Kazan, in Russia’s republic of Tatarstan, from Egypt’s resort city of Sharm el-Sheikh.

So far, there are no grounds to claim that the aircraft became a target of a missile attack, experts say.

It was flying over a mountainous area in Syria when one of the pilots noticed “flashes on the ground.” After that, to keep safe, it was decided to increase the height of the flight, Irina Tyurina, a spokeswoman for Russian Union of Tourist Industry told RIA Novosti.

“No one was injured, and the plane was not damaged. The aircraft landed in Kazan as had been planned,” the Russian Federal Agency for Tourism told news agencies. There were 159 passengers and eight crew members on-board the aircraft.

Meanwhile, Syrian aviation authorities received no indication of the alleged attack on the Russian plane, says the director of Syrian Airlines, Ghaida Abdullatif:

“We contacted the service that monitors traffic within Syrian airspace. None of the air traffic control services or other ground services at the airports in Damascus and Latakia have confirmed the information of a Russian plane being fired at“.

Russian experts have already voiced their doubts that a passenger plane can actually perform the kind of maneuvers that would allow it to avoid a missile attack.

“Planes are usually attacked either from the side or from above. A pilot could not have seen the missiles,” Vladimir Gerasimov, a Russian pilot and an expert on flight security told RT. “

A passenger plane crew simply couldn’t see what’s behind. And if something is approaching the plane from the opposite direction – the speed doubles, so there is no time to do anything, ” he added. Continue reading →

Les navires amphibies russes feront escale au port syrien de Tartous

 

Navires de guerre russes entreront dans le port syrien de Tartous, a déclaré ce vendredi un représentant de la Marine russe. Selon le représentant, les grands navires de débarquement de la flotte de la Baltique, Kaliningrad et Alexandre Chabaline, participent dans cette mission. Le plan de la mission prévoit l’entrée des navires dans les ports de Beyrouth (Liban) et de Tartous (Syrie).

Ce n’est pas la première visite de Tartous pour Kaliningrad etAlexandre Chabaline. En janvier de cette année, ils y ont amené plusieurs unités d’équipement militaire en vertu d’un contrat déjà signé avec la Syrie. Continue reading →

Russia to Send Two Planes Carrying Humanitarian Aid to Syria

MOSCOW,(SANA)- Russian Ministry of Emergency Situations announced its willingness to send two planes carrying humanitarian aid to Syria whose total weight reaches 44 tons.

The Ministry’s Official Speaker Irina Rossiust said in a statement on Monday that the two planes might carry Russian citizens who reside in Syria to their country in their way back if they want that.

Au lieu de nous autoflageller, préparons-nous à un renversement du monde

Alors que le chômage dépasse 26% en Espagne, que la Grèce est engloutie dans des aides financières abyssales sur fond de désastre social ; alors que l’Italie et l’Irlande sont officiellement en récession et que le Royaume-Uni et la France flirtent avec la croissance négative, les dirigeants européens défendent l’Euro coûte que coûte.

Cette ligne Maginot est censée protéger du pire…, mais encore faudrait-il se dépêcher de le définir et de le quantifier. Familièrement, l’on dit que « les pieds ont quitté le plongeoir » et la noyade collective n’est plus considérée comme un danger virtuel. Dans le même temps, certains économistes renommés – Paul Krugman, Jacques Sapir et autres – s’interrogent le plus sérieusement du monde sur la pérennité de la monnaie unique et constatent que le prix à payer pour conserver l’euro atteint la somme vertigineuse des 50 milliards d’euros par an, sans compter les 15 à 40 milliards de pertes engendrées par les fonds de sauvetage FESF (Fond Européen de Stabilité Financière) et MES (Mécanisme Européen de Stabilité). En d’autres termes, une situation intenable, particulièrement pour les pays du sud qui s’enfoncent dans une dépression structurelle.

Dans ce contexte, quid du grand voisin de l’Europe, la Russie ? Le supplément récent d’un grand quotidien anglo-saxon destiné à y encourager les investissements, affichait en couverture le Président Poutine volant en ULM accompagnant les cigognes dans leur migration et l’article assaisonnait le tout de mots clefs « corruption », « muscles et Harley Davidson », « Pussy Riots », « autoritarisme ». Après cette charge en règle, le lecteur décidant malgré tout d’y investir serait mieux tenté d’entamer une psychothérapie. Pourtant, l’homme malade de l’Europe ne se situe pas à l’Est.

La croissance de 4,5% ces deux dernières années en Russie ne sera pas atteinte mais les 3,6% attendus en 2012 seraient tout de même bons à prendre pour tout pays de l’OCDE. Le chômage est descendu à son plus bas niveau (5,2 % en août 2012). L’inflation s’est stabilisée à 6,5% et la productivité, après avoir connu un trou d’air en 2009, est revenue à un niveau acceptable dès 2010, particulièrement dans les industries de transformation ainsi que la construction. L’accès au crédit s’est nettement amélioré grâce à une politique intelligente de la banque centrale. Les entreprises restent taxées raisonnablement (30% en moyenne) et l’impôt sur le revenu est très loin d’être confiscatoire puisqu’il se limite à 13% « flat », quel que soit le montant de ces revenus. La Russie se maintient donc à un bon niveau dans la compétition mondiale, notamment grâce aux dévaluations régulières du rouble (ce que ne peuvent pas se permettre les membres de l’Eurozone).

Nouveau délire médiatique : Poutine contre les bébés

Après tellement d’autres crimes, voilà que Poutine a rempilé le mois dernier : il s’attaque aux innocents petits bébés, par pure méchanceté !

On nous a bassinés avec ça jusqu’au jour où Thomas Friedman en personne y a mis un point final dans le New York Times en ces termes : « Le premier réflexe de Poutine, confronté aux mauvaises manières de son régime, a été d’empêcher les parents américains d’adopter des orphelins russes, alors même qu’ils ont si cruellement besoin d’un foyer. » Curieusement, en Russie, les récriminations contre la nouvelle loi sont encore plus stridentes. Lorsque Poutine a donné une grande conférence de presse pour les media russes, pas moins de huit journalistes différents ont remis l’affaire sur le tapis, avec des insinuations malveillantes. L’opposition « blanche » a foncé sur les « gredins », comme ils appellent les partisans de la loi en question, et ont comparé Poutine au légendaire Hérode.

Le porte-parole anti-Poutine des oligarques, Constantin Eggert, dans leur quotidien Kommersant, a malaxé du Dickens avec de la mort aux rats pour compatir au malheur des orphelins russes privés de la chance unique de grandir à l’abri de la bannière étoilée : « et parmi eux il y en aura qui ne liront jamais Winnie l’Ourson, qui ne souffleront jamais leurs bougies sur le gâteau, qui n’iront ni à l’école, ni au collège, qui ne connaîtront jamais le chaud soutien de leur nouvelle famille au Texas ou en Californie… Leur destin hantera à jamais la conscience des députés de la Douma et du président qui les a privés de tout cela… ! »

C’était à prévoir, les grands media russes sont pro-occidentaux et propriété de l’oligarchie. Mais il faut bien dire cependant que la grande majorité des Russes soutient cette loi (76 %), selon un sondage indépendant financé par la société américaine WCIOM. Le parti communiste, dans l’opposition, l’a votée. La démocrate libérale et féministe célèbre Maria Arbatova, ex-dirigeante politique et écrivain, qui s’investit beaucoup dans les orphelinats et les problèmes d’adoption, à qui on demandait pourquoi l’opposition était si déchaînée, estime qu’il s’agit d’une position tactique : « il leur faut du carburant pour leurs manifestations. Les Pussy Riots c’est du passé, les orphelins, c’est de la chair fraîche. » Le poète radical Edouard Limonov, dirigeant du parti interdit NBP a également soutenu la loi et raillé l’opposition en soulignant qu’elle défend les intérêts US plutôt que les enfants russes.

Russia starts major naval drills in Mediterranean Sea amid Syria crisis

Russia has launched its largest naval exercises in decades in the Mediterranean and Black Seas near the territorial waters of Syria amid the ongoing crisis in the Arab country.

The drills “are held in line with the Russian Armed Forces’ 2013 combat training plan and focus on interoperability of task forces from several fleets while on a mission in a far-off maritime zone,” said an official statement by Russia’s Defense Ministry on Saturday.

The maneuvers will continue until January 29 and comprise more than 60 drills, including anti-submarine warfare missions, missile and artillery firing practices.

Russia’s Black Sea, Northern and Baltic fleets, strategic bombers, tactical aircraft, air defense units, paratroopers and naval infantry will take part in the naval exercises.

The task forces have four large landing ships and a variety of auxiliary vessels in their composition which enable the Russian forces to carry out simulated beach landing and convoy escort missions.  Continue reading →
